						<content:encoded><![CDATA[<p>On 26 June 2026, re:constitution alumnae <a href="https://www.reconstitution.eu/en/fellows/detail/2021-2022/colleen-boland" target="_blank">Colleen Boland</a> and <a href="https://www.reconstitution.eu/en/fellows/detail/2020-2021/cristina-blasi-casagran" target="_blank">Cristina Blasi Casagran</a> convene an interdisciplinary workshop at the Autonomous University of Barcelona which is also accessible online.</p>
<p>The event brings together legal scholars, policymakers, technologists, and civil society actors to critically examine how Artificial Intelligence is reshaping democratic governance across Europe. While the EU has taken a global lead with the AI Act, significant gaps remain in understanding how AI interacts with core democratic principles like the rule of law, separation of powers, political pluralism, and citizen participation. 						<content:encoded><![CDATA[<p>Across Europe, the rule of law and democratic institutions are facing growing pressures, from concerns over judicial independence and media freedom to shrinking civic space, persistent corruption issues and challenges to institutional checks and balances. Against this backdrop, this public discussion in Athens will bring together inspiring and leading experts from civil society, journalism, academia and policymaking to reflect on the current state of democracy and the rule of law in Europe.</p>
<p>The event will provide a space to engage critically with the European Commission’s 2025 EU Rule of Law Report and to examine how developments at the national and European levels increasingly shape and influence one another. Using Greece as a case study, the discussion will explore the interdependence between domestic rule of law dynamics and wider EU and pan-European trends.<br><br>&nbsp;</p>

<p>Athens carries a unique symbolic weight in European political imagination as the historical birthplace of democracy. 						<content:encoded><![CDATA[<p><a href="https://www.reconstitution.eu/en/fellows/detail/20242025/katarina-sipulova" target="_blank">Katarina Šipulová’s</a> (Fellow 2024-25) Fellowship project “Ring the Bell. Judiciaries as Anti-Autocratization Radar Systems” examines whether the widespread image of courts as guardians of democracy aligns with how judges themselves understand their role, showing that judges in different political and cultural settings internalize concepts such as democracy, the rule of law, and judicial independence in distinct ways that shape how they see and exercise their function within the political system.&nbsp;</p>
<p>In addition to her book chapter presented below, her Fellowship also resulted in an online roundtable co-organised with the <a href="https://oxgs.org/" target="_blank" rel="noreferrer">Oxford Global Society</a> exploring what judicial independence means in practice when courts face unprecedented political pressure. 						<content:encoded><![CDATA[<p class="western">Hungary’s 2026 parliamentary election offers a concentrated moment to present and connect research that the re:constitution network and the <a href="https://tk.elte.hu/en" target="_blank" rel="noreferrer">Centre for Social Sciences</a> at ELTE university are conducting on elections, political communication, institutional governance, participation and mobilisation. The workshop is designed to provide scientifically grounded, methodologically transparent analyses of (i) campaigns and information environments, (ii) rules, enforcement and litigation, and (iii) participation, representation and mobilisation.</p>
<p class="western">The workshop is organised in collaboration with the ELTE Centre for Social Sciences (CSS/TK) in Budapest and took place in person in Budapest and online.&nbsp;</p>

For thousands of citizens across the EU, the answer is a persistent denial of justice and a weakening of the rule of law that underpins our democracies.&nbsp;Since 2022, Democracy Reporting International and the European Implementation Network have jointly&nbsp;tracked&nbsp;how EU Member States implement the judgments of the European Court of Human Rights and the Court of Justice of the EU&nbsp;in an annual report:&nbsp;‘<i>Justice Delayed and Justice Denied</i>’.&nbsp;&nbsp;</p>

						<content:encoded><![CDATA[<p>In her Fellowship project, current re:constitution Fellow <a href="https://www.reconstitution.eu/en/fellows/detail/20252026/jacquelyn-veraldi" target="_blank">Jacquelyn Veraldi</a> examines the European Union’s legal tools to protect its constitutional values—democracy, the rule of law, and fundamental rights—when these are threatened by actors outside the Union.</p>
<p>The working paper „Turning Outward to Protect Within: The EU’s Legal Arsenal Against Foreign Interference“, published by the CEU Democracy Institute, starts from the premise that EU actions to safeguard the values enshrined in Article 2 TEU have so far focused on internal backsliding by Member States, although recent developments show that external actors from across the globe in both state and non-state form also threaten democracy and rule of law within the EU. Jacquelyn Veraldi investigates two external relations legal measures, namely the Common Foreign and Security Policy sanctions and the Anti-Coercion Instrument, to appropriately respond to foreign interference.</p>

						<content:encoded><![CDATA[<p>Since we have launched the calls for applications for the re:constitution Fellowships in February, we have received many enquiries for eligibility and about certain aspects of the Fellowship, like the planning of mobility phases or project timelines. We would like to provide even more direct guidance&nbsp;to anyone interested in submitting an application. That is why we are hosting a personal online Q&amp;A on <strong>Tuesday, 10th February from 4:00 - 5:00 pm CET</strong>.</p>
<p>After a quick summary of the main elements of the Fellowship, there will be plenty of time to ask us anything you would like to know about the Fellowships. The session wil be joined by two alumni, who will also share their expereinces and answer your questions.</p>

						<content:encoded><![CDATA[<p>We invite applications for <strong>15 Fellowships</strong> in two tracks for the period from October 2026 until July 2027.</p>
<p>Based on a unique concept centred around Europe-wide mobility for collaboration combined with opportunities of exchange and a European Alumni Network, the Fellowship programme provides the opportunity for early- to mid-career scholars and practitioners to work and publish on an issue related to democracy and the rule of law in Europe.</p>

						<content:encoded><![CDATA[<p>A seven-part documentary series produced by the Gerda Henkel Foundation, available in English, Turkish and German on the <a href="https://lisa.gerda-henkel-stiftung.de/istanbul_unter_strom_episode1" target="_blank" rel="noreferrer">L.I.S.A. Wissenschaftsportal</a>. The series was edited by Peter Prestel, with scientific direction by Nurçin İleri (EUME Fellow of the Gerda Henkel Stiftung 2023-25), with camera and editing by Maximilian Schecker and overall concept by Gisela Graichen and Peter Prestel.</p>
<p>The series featues the following episodes and a general interview with Nurçin İleri: “Electricity Skepticism”, “Istanbuls First Urban-Scale Power Plant”, “Technology and Nature”, “A Story of Nationalism”, “Expansion of the City Grid”, and “New Tensions, New Fears”.&nbsp;</p>

						<content:encoded><![CDATA[<p><span style="font-style:normal;font-weight:normal;" lang="en-GB">The re:constitution Fellows of the 2025/2026 cohort will come together online on 11-12 February 2026 for the second Fellows’ Exchange Meeting (FEM), marking the halfway point of the </span><i><span style="font-style:normal;font-weight:normal;" lang="en-GB">re:constitution</span></i><span style="font-style:normal;font-weight:normal;" lang="en-GB"> Fellowship programme.</span></p>
<p lang="en-GB">The relationship between law and democracy is continuously evolving and increasingly tested in a European context marked by institutional, societal, political, normative and discursive contestations and transformations. How do legal frameworks, scholarship and practice both respond to and potentially reinforce political or societal polarization? What does current deterioration of and contestations over international law reveal about the limits and possibilities of transregional solidarity and accountability? In which ways can legal scholarship and practice adapt to continuous and fast technological and communicative transformations? This meeting will provide a space for the Fellows to reflect on these dynamics through multiple perspectives, combining academic debate, practical training and peer exchange.</p>]]></content:encoded>
